To reach the highest population tier (Aristocrats), you need the Cathedral, University, and Theatre. These buildings have massive radius requirements. : Hold the Ctrl key while placing buildings

Place 1 and 1 Bakery directly adjacent to the Market House.

Marketplaces, chapels, schools, and doctors project a circular influence radius. Houses must fall entirely or mostly within this zone to access the service. If a house lacks access to a required service building, its residents will refuse to pay higher taxes and will not evolve to the next social tier. Keep noisy, polluting industries like Smelters and Tanneries on a completely separate island or a distant corner of your main island. Negative appeal can halt residential upgrades.

Unlike later games where houses upgrade automatically, 1503 uses a strict "Reach" system. Every house must be connected by a road to a Marketplace. If a house is outside the glowing white radius of a Market, it will never evolve past the Settler stage.
